steering column ground?

How does the column shaft ground? What's inside?
I replaced my tilt with a non-tilt, but neither one grounds. Only when i attach a ground wire will the cruise or horn operate..

First, check to see if your column is properly grounded. Connect an ohmmeter between any good body ground and the steering column upper flange. You should see less than 1 ohm resistance.

Your horn and cruise share a common ground through a brush located in the turn signal assembly. Check the turn signal cam setup and see that this brush is installed. While you're checking that out, make sure the contacts are all clean.

I have 2 brushes, both go to steering wheel. Is there a 3rd from the switch assy to the shaft behind the bearing?
I put a woven ground strap on the flex joint today but don't expect it to last more than a year or so.

According to the pic in the shop manual, there are three brushes located 120 degrees apart. I'm pulling my column this weekend, so I'll take some pics.
