I NEED AN OIL COOLER TEST FIXTURE - IDI

Does anybody have any idea where to get or how to make the test fixture for pressure testing the 6.9/7.2 IDI Oil Cooler? I tried 2 International Dealers, 2 Ford Dealers, and a whole hand full of truck and diesel shops and they are all either unwilling or unable to test my re-assembled Oil Cooler. One told me I had to send it to Dallas where they tested them in batches of 50.. so I might have to wait until they got 49 more ! I can't believe this stuff. Well I guess if you want it done right ya gotta do it yourself. Anybody got any ideas?
