Don't think ya have an IP problem. At 5 MPH in 2nd, your turning about 1200 RPM, that's 10 times faster than cranking.
That hissing could very well have been Vacuum. Check you tank Vents. Pressure should have forced fuel.
Ya got two tanks, switch tanks if it happens again, or loosen the tank cap.
