Glow plug controller

I read that the glow plugs on my 86 F250 should come on anytime the engine temp is below 165 degrees, with the length of time on determined by temp. Mine will cycle great when the engine is cold and engine starts great. After the engine heats up, they will never cycle again until the engine is stone cold, which makes it hard to start after it sits for a while. Went to change the glow plug controller. When I pulled the plug off of the top, I looked in and noticed that only 5 of the holes had metal connectors in them, and the controller has 6 prongs. Is this normal, or do I have a defective plug that could be causing the problem ?? Thanks
