glow plug controller troubleshooting

Ok guys I have been having a little trouble with my gps On the first turn of the key of the day the glow plugs do not cycle. after it is started and ran for a few minutes I can turn it off and turn the key to on and the gps cycle normally. If I let it sit for more than 6 hours they go back to not cycleing until after it is started an ran for a little while. i tested power on the key on wire on the controller and only got 10.8 volts when the controller doesn't cycle so I moved the probes to the battery and got 12.6x volts on the batteries with the controller having 10.8 and gps not cycleing. My question becomes is this the relay sticking open and the draw is pulling voltage down or could this possibly be the ignition switch? Or am I wrong on both accounts? Any thoughts are apreciated.
