Frozen steering

My Kubota M5030 has issues when its cold.The steering freezes solid.When it runs for a while,its fine.I thought that there might be a chance that water got into the fluid pot and freezes over night in the lowest point,being the steering box.I flushed out ALL the fluid and put new stuff in,It still freezes.The hydrolics for the tractor itself is separate so its just in the steering system,unlike my Kubota L2500,where all hydrolics run off the same system.
Any clue????
