Hold on. Too much ether will DESTROY that engine.
You are getting white smoke at the tailpipe...you have fuel!
But it sounds to me like you are having a GP issue.
Did you check for voltage at the plugs? If so, did you use a test light? Use a 55 watt or so 12 volt headlight to check for AMPS!! Volts is only ONE part of the equation.
Now, check the glow plugs for functionality. Hook a test light to the POSITIVE side of a battery in the truck, and touch the top of each glow plug with the wire off. If the test light lights up, the plug is good. If there is no light up, replace that plug.
NOW, regarding the ether. Make sure the GP's are cold...being manual push buttons this should be an easy feat lol...don't push the button at all.
Pull the air dleaner lid off. Now take a big screwdriver and cross the starter solenoid's two big lugs (the solenoid on the inner passenger fender)
ONCE YOU HAVE MADE A WHIRL OR TWO AND YOU SEE WHITE SMOKE, THEN SHOOT A 1/2 SECOND BURST INTO THE INTAKE WHILE STILL WHIRLING OVER. NO LONGER THAN ABOUT 1 SECOND, AND THIS IS OFTEN TOO MUCH.
Keep the solnoid crossed and listen for a kick. If it starts, let go of the solenoid. If it just kicks, keep whirling it over and give it a light spray again.
DO NOT JUST EMPTY THE CAN INTO THE INTAKE!! lol....BOOM!!

Brake cleaner is a MUCH better alternative to ether!
