Cruise control INOP

My cruise control no longer works, before it quit working, it made my truck buck and jerk. Is this a vacuum issue or an electrical issue? The fuse under the dash is intact. Any and all information would be greatly appreciated.

How's the horn? On my '86 the horn and the cruise were running off the same relay. I have no idea whether they continued that through the '89 model year. On the '86 the relay was under the dash, over toward the center hump.

Using the help of ringpinion.com's calculators, it turns out that my truck has an improperly tagged axle, which means I still have 4.10's in the axle housing, which is all sorts of craptastic. Thank you for your help, folks, and I already have another axle (which I hope this one actually has 3.55's in it, it says it does, I'm going to have to crack it open, and count the teeth).

There's a factory relay on my '88 on the corner of the firewall near the brake booster. Im guessing it's the cruise/horn relay but I could be wrong.
