Can someone explain this Regulated Return Kit to me?

I was thinking about something like this when I found this setup at Sinister Diesel. Does this work as advertised and how does it work? Some have written that the return should not be regulated. Curious minds want to know.

Ad is kind of self explanatory.
Yes the fuel return is regulated, at idle it's around 45#, will increase to 65#, some install a BB in the regulator to increase it even more to like 85#.
The #8 cyl. fires right after #6 which results in a poor contribution test of #8. #8 it being at the end of the fuel rail may contain air. A lot of dealers will tell the uneducated customer #8 injector needs replaced. The #8 injector has been replaced by a different code injector to try and eliminate that. By installing a resistor in the IPR circuit that also increases the regulated injector oil pressure, which increases HP and reduces engine knock somewhat.
