Brake problem

I have a 1994 ford f250 7.3 4x4 diesel.
When driving offroad wether towing or not my break pedal will go to the floor and almost no stopping power.

I bled the brakes and new pads.

Could it be brake booster or master cylinder?
Any suggestions?

sounds like it could be the master cylinder, also i wold try a flush on the brake fluid, it does make a difference

People should take the time to put more info in their thread titles to help the search function work better. Hows the rear brake adjustment? If that's good then it sounds like the M/C.
