When i start up my volt gauge is low then goes up to the 13.5 or so after 2 minutes or so. Is it time for a new one?

alt is cpu controlled.wont turn on for 2 minutes to give the glow plugs time to shut off.
if the alt would turn on with the glow plugs pullin 200 amps it would fry

ok I did just replace the controller?
