12.8V Key On in 2 seconds drops to 9.8

I have 12.8 volts at my battery before I turn the key on. 2 seconds after I turn the key on, I hear a click somewhere on the truck and the voltage drops to 9.8. I don't know how long it stays at 9.8 but I do need to determine that. I also need to see if my batteries are good (they should be I bought the pair a year ago.)

Is there anything normal on a 97 F350 that would drop the voltage that much at key on? How long should it last? I'm suspecting a short somewhere but I first wanted to see if my truck's behavior was normal.
