Short of a complete rewiring of the feed side to larger wires, you are supplying the same current to the glow plugs. Your finger is just a substitute for the temp sensor.
A 6 way screwdriver has the sockets to tighten up about any hose clamp except some Chinese crap clamps and maybe FI clamps are off sized.
Keep one in each vehicle.

If you look at a wiring diagram, you should have 3 fusible links on the load side of the relay. 2 for the glow plugs and a smaller one for the light
It doesn't seem like an equivalent test. On my 6.9 I think there are two 10 gauge wires that feed 8 plugs in parallel. So you would need to test 4 on a 10 gauge wire at the same time. I think that would be one piece of 3 foot long 16 gauge to test one plug. Anyone think that would get warm...

Depress your schraeder while cranking. If fuel sprays out, the lift pump is working. A clear hose on there will help you see if there is air in the supply side. If it does not spray fuel, either the lift pump is bad or the lift pump is not receiving fuel = blocked line or sucking air.

If I understand your pic correctly, there is a raised boss that matches the outline of the water pump? I just did the water pump on my 86 and did not notice any raised areas while scraping the gasket. I'm not saying it wasn't there but it seems that would have caught my chisel while scraping.

If filter is full, it does not seem to be an air problem. I would lean towards blocked supply line or bad lift pump. I guess something could have got into the line between the lift pump and filter head. Seems unlikely but I've seen odder things. Lol
