If your batteries are totally dead the charger will shut down. if your charger is good, put jumper cables from a good battery to your dead batteries and then put your charger on the dead batteries.     Do you have this diagram? There are a couple of joints that slip together, one of them must have slipped in when you removed steering box.

    Download the manual. In mv it auto detects and reads ac or dc. Your OL means overload. Put the meter in ac volts not mv and see if it reads anything. AC scale will read down to 60mv.

    If you change your R-12 components to 134 components won’t you have to buy new hoses because of the difference in fitting sizes?

    I’d crack the rear line fitting at the master cylinder and check it there. If it’s there follow it down the line. It’s air locked somewhere.

    Cleaning out clogged AC drain.

    I’d try reaching under the evaporator housing. There should be a rubber tube, massage the end and see if that clears it. If not you’ll probably have to pull the fan out of the housing and clean the case and evaporator housing.

    Just dropping the pan should be 5 quarts, draining the torque converter is close to another 2 gallons. Check your fluid level.
