The way I’ve timed by ear was to jumper the cold advance and move timing until it clattered and would quiet down when I removed jumper. It gets it very close.
That’s a micro fine filter that is usually installed when a transmission is rebuilt to catch the failed materials in the system. If it was clogged you may want to replace it rather than run without it and crap gets in everything in your transmission, which could cause a major failure.
You’re seeing both ends of the cable. The one on the left is the end that goes through the firewall to pedal. The one on the right connects to injection pump.
The weak link is your block heater cord. That is most likely rated for 20 amps. With the 30 amp breaker it could overheat that cord before it tripped. To be safe a 15 or 20 amp breaker would be best between them.
The outlet should be 30 amps 120 volts. If it’s on a single breaker it’s 120 volts. It will be 30 amp breaker even with adapter. You could use a power strip with a built in 15 amp breaker to decrease amperage for block heater.

I was able to take my stock 93 bumper and cut it to fit the plastic insert. At the time I got mine from Rock auto (they don’t carry it any more). This is the 93 bumper with insert added. It did make a difference in cooling, a lot more air over the bottom of radiator.
Try pushing the purge valve in. While holding purge valve in, push primer button down. Release purge valve while primer button is down. Release primer button after releasing purge valve and repeat until no air comes out of purge valve.
This is the fuel selector valve. They are the same on the IDI or 97 powerstroke. You can see the two different sized ports. The smaller is return, the larger is supply.
