I had a 1994 Turbo IDI, traded it away, had similar miles as yours and never had an issue with oil consumption. Mine did have a bad compressor wheel on the turbo though so maybe that was why. Mine had a tendency to run hot when working but a new set of injectors solved that issue. Unfortunately...- Chemgrad

I don't know. Like I've said previously I'm not convinced that you were experiencing valve float. I'm not saying that you weren't seeing your valves sticking open but that doesn't necessarily have to be caused by lifter being over pumped. How exactly is that supposed to work? Valve float as I explained earlier is when the valves fail to re-seat. Solid lifters don't cause valve float so how could a hydraulic lifter which can not grow cause valve float? Perhaps we are using the term valve float to mean two different things or...- Chemgrad

Valve float happens when the springs aren't able to return the valve to the seat fast enough at high RPM. That should not be an issue with starting. You might want to check and make sure that all your valves are properly seating though because that could cause a lack of compression.- Chemgrad

I suppose the 6.9IDI is sort of rare. I've got a pair of the 7.3 IDI's one turbo and one non turbo. I'm still trying to figure out what exactly I want to do with them. I had a 1986 F250 with the 6.9l in it. I bought it for $800 and sold it for $1600 and have regretted selling it almost immediately.- Chemgrad

So your question is what will your power output be with the new turbo? I think that depends upon your pump and turbo combo. An oversized turbo will be doggy and will only build boost under hard acceleration an undersized turbo will build boost quickly but will choke out. Outside of that...- Chemgrad

There's a truck around here like that. If I remember correctly it's an S-10 or equivalent and has a 4 cylinder diesel in it out of a tractor.
