installing a factory turbo from a 1993 on a 1991 non turbo engine. Ran into a problem with the turbo oil fitting. 1993 block has 1/4 pipe thread for turbo oil line. 1991 block has 1/8 pipe thread. Will the 1/8 pipe fitting flow enough oil to the turbo?

Yep... Nope... Seems like an answer. So as it has already been posted.. any non turbo block is drilled and threaded for 1/8 inch pipe thread fittings on any oil ports. Remember these early 6.9 and 7.3 engines all could use the big three tiurbos that were so popular back then and they ALL ran oil to the turbo thru a 1/8 inch port. So you will not ever have issues with not enough oil reaching the turbo thru a 1/8 inch port... Unless you get a restriction of something in the line. My advice is clean out the block port because plenty of material can and has shown up in there when the plug is removed. Might crank the engine till oil flows out of this port.
