rough country shocks

I just bought a set of rough country hydro shocks for my F150 and the came depressed all the way down out of the box. Now I extended them out and can push them back down by simply laying my hand on the top? no pressure at all is need. Am I missin somethin here or are these junk?

Pull them in and out a few times to prime them up.
