problems with the cummins

hi am down in daytona for christmas time with my dad . hes got a 99 dodge ram with a cummins its a 24 valve.he had alot of trouble coming down with the truck while pulling his 5th wheel . going up hills at almost 40 mph !!!!
when empty the truck goes well .we pulled the turbo off checked it it looks ok no loose no fin damage . no cracks either . i was wondering if anyone knows of a good shop in the area that can take a look at it .
the fuel and air filters are new , he said the manifold was really hot when he stopped for fuel we got no egt nor boost guage on it so kinda hard .
at first i thought the wastegate actuator,now thinking the lift pump or cat blocked
an ideas would be appreciated especially if you know of a place to go thanks

My guess is he is missing some boost, this would explain the high EGT's and lack of power

He prolly popped or slipped a boot, most likely the first one from the charger is the one to go, alot of times the boot will have slipped from under the clamp so look at it real close
