Power steering going?

Out of the blue (after some really hard rains) it is very hard to turn the wheel when I'm not moving. The belts are not slipping and the fluid level is up to spec. It's not hard to turn while driving, and engine RPM has no affect. Any ideas? I can't see anything wrong.

Try some belt slip spray. I realize you posted the belt is not slipping but just how are you able to determine that. Looking at the year of your rig I guess its the V belt setup and not the serpentine belt.. Just because you can't hear the belt squeel does not mean its not slipping. How old are the belts.

Belts are fairly new (10k miles). Looking under the hood they were not visibly slipping. You are correct that it has v belts.
