Is there supposed to be FOAM under the AirFilter?

I have a 94 Stock turbo IDI. I notice that under the air filter, there's a block of some kind of foam pad that fits the shape of the filter housing. Is that supposed to be there? Do I need it?

Here's a picture of the foam block. IT's the same shape as the filter, but I don't know if a Prev. Owner put it there or if it's supposed to be? I don't see why I'd need it if I've got the air filter in.

That foam comes with many new filters.

It is sort of pre-filter that keeps some of the bigger stuff from making it to the paper filter.

It should be on top of the filter, first in line to catch stuff.

The foam is where it is supposed to be. The bottom of the ATS filter housing is the intake side of the filter. As mentioned earlier, the foam is keeping the large debris and small animals from trearing up the filter. If the foam on the other side of the filter the turbo is going to have it for dinner with very nasty results.
