I crossed the IP FSS wire to ground on accident when I was connecting a new relay yesterday, and didn't catch it until I turned it on for like 20 seconds. Now that wire is not receiving key-in power, and neither is my instrument cluster, or the 5-amp fuse labeled instrument lights, or the light-green striped with red wire for the voltage regulator.

My ignition switch tests good. My assumption is a fusible link, does anybody know if there is one and where it is? If not, it looks like I'm finally ordering the wiring and vacuum diagram set

Should be over at the starter solenoid. I don't have a diagram for the earlier diesel like yours, but all the power originates over there. There should be a main yellow wire that goes into the cab to feed the ignition switch and the fuse box. There are several fusible links over there, usually a main one, and several others that feed the headlights, glowplugs, alternator, etc.
