According the the Haynes manual:

1989-on
Warm ......650-700 rpm (most models - check VECI label underhood)
Cold .......800-850

Why would you think your fast idle solenoid being broken would make the engine idle faster??? Look at the fast idle solenoid. See the brass pushrod that has the hex flats on it. Thats adjustable. Turn it out increases the fast idle. Also loosening the bracket bolts and moving the bracket towards or away from the throttle lever can make an adjustment too. See if its contacting the throttle lever when the engine is warm. If it is then adjusting the idle rpm screw will change nothing. You will need to adjust the fast idle solenoid to lower the idle if its touching when warm. Hope this helps.

well without ever looking at it or seeing if it was adjustable and knowing that a solenoid can short out to power and cause something to stay 'ON', it sounded like a good idea.

If this solenoid fails the fast idle will not function. Failing will not cause the idle to speed up or stay high. As I posted earlier on. The reasons why the idle will not come down. To adjust the idle its best if the engine is not running because you need to open up the throttle to reach the adjustment screw. Do not attempt adjusting the throttle stop for wide open throttle thats really easy to get at on top of the lever. You want the screw that facing towards you when your looking over the radiator side of the engine.

See at first I thought you were being an a hole, but after I looked at it it is pretty much idiot proof, and the main problem is someone had turned the idle screw in for whatever reason.
