Maybe, If everything else is in working order. Would be hard to tell without running the engine. I would offer $500 for parts.

that's what i thought. If i was to get it i would either

-sell the 83 and put a IP on the 88 and drive it

-drop the 6.9 in the 88, sell the 7.3, scrap the 83

Injection pump is out of it...... That has so many meanings its impossible to really know whats going on. Might be some fool "mechanic" removed the pump and gear cover and can't get it to run now because the gear timing is fo..... Then finding out why someone removed the pump and cover trying to "fix" something.... Could be a real find or the owner does not want you starting a locked up engine too.....
