Electric fuel pump pressure question

I've run an electric fuel pump by carrier for years, but it finally died. I wasn't able to get a replacement through carrier but found a Chinese knock off. It doesn't hold a candle to the carrier pump and now it's sprung a leak.

After checking some forums, I've picked up a Holley 97 GPH RED® ELECTRIC FUEL PUMP. It has a pressure adjustment screw. The suggestion was to set it to 7 psi.

My question is, is that 7 psi at idle or at highway speed?

An electric pump does not know if the engine is even running. 7psi is at any time the pump is operating.

The pressure will drop some at higher RPMs
