Actually I was told some years ago, and I forget by who, but it was somebody who supposedly had inside knowledge of how IH did things, the factory IP is timed on the test dyno each engine ran on before it shipped to Ford. They had some kind of aparatus that would allow the IP mounting nuts to remain loose, and the pump could be rotated back and forth by robotic means, as the engine spun away at 3300 RPM. They didn't use a timing device to set the timing. So if you could duplicate that effort, sure you could dyno tune an IDI.
