Cruise Control Help

Going through the SPEED CONTROL INOPERATIVE TEST
A1 VISUAL CHECK yes the cable is connected from the ip to the servo and working properly
A2 SETUP yea I did this too not with a rotunda though
A3 "VERIFY THER IS POWER TO SERVO" I get 12.75V PASS
A4 "CHECK FOR STUCK BRAKE SWITCH" I get 0.0 PASS
A5 "CHECK BRAKE/CLUTCH CIRCUIT" I get 0 PASS
A6 "CHCK DEACTIVATOR CIRCUIT" I get 12.6 PASS
Everything checks out up to A7 "CHECK FOR STUCK ON SWITCH" I dont get 0 volts or 12V it bounces around in mV. So i am guessing something is going on with the ON switch.
I proceeded
A8 "CHECK ON SWITCH OPERATION" I get 12.3V PASS
A9 "CHECK FOR STUCK COMMAND SWITCH" I get 0.0L FAIL
A10 "CHECK SET/ACCEL SWITCH OPER" I get 678 PASS
A11 "VERIFY SPEED SIGNAL" I get 4.77 PASS
So looks to me like I have a bad ON switch, FORD wants $135, XL Parts has them for $70, Pick a part on the North side of Houston has them for $8.
Guess where I'm going.
Actually if I new 100% this would fix it I might spend the $70.
Wish I could find someone who had one close that I could try to be sure it was right. But everyone has to order it.

My other situation may be related, when I am running at a steady speed with constant pressure on the go pedal if I lightly press on the brake and hold it, my RPMs jump about 300 rpms and then surge.
What could this possibly be??? the BOO switch??

As stated above, check your horn with the steering wheel UNLOCKED if that does not work, check the fuse. If it is good, check the ground. Got my cruise working a year later and it was a bad ground.

The RPM increase is due to the torque converter unlocking when the brake pedal is depressed. That is normal.
