cooling system flush

Does anybody make a cooling system flush that works? The old two part flushes (flush plus neutralizer) worked good but nobody makes it anymore (problably because of the EPA, the tree huggers, etc.) Everything I've bought over the last serveral years (single bottle of flush, no neutralizer) did not work very well.

Any sugestions? Thanks.
