Welcome to the forum. Did you ever see or hear this truck engine running? If so how did it sound. If it ran and started when you purchased it was the engine warm when you got there to look it over. Please answer these questions so others can help you. Also please do not crank the engine for longer than 15 seconds without allowing a 2 minute cool down period for the starter. They get very hot cranking these idi engines because of the 21 to 1 compression and nearly 500 lbs of compression.

How much fuel in tank or tanks? If the shower head pickups are bad/disintegrated and you are below a 1/4 tank it's just sucking air. Have someone help you and crank the engine and depress the schraeder valve on the fuel filter head, you should get a burst of fuel.
Beyond that, there are tons of articles in the tech section and stickies that will give you lots of information.

I picked up a truck that had the bend at the fuel pick up leaving the tank that had a pin hole leak in it. Only found it after running a new fuel line and electric pump. Try an electric pump from a 5 gallon can of diesel and run it directly into the filter. This will eliminate all fuel lines, fuel selector valves and fuel pick ups as a possibility

Fuel safety switch on top of injection pump, it's the electrical connector closest to radiator on top of pump, with key in run position, remove connector plug and you should hear the solenoid click. If you hear that then next would be to crack the fuel lines at the injectors and crank to purge any air, you won't see much fuel but once you see it you should tighten them back down. It also takes a fast spinning starter to start these trucks, if your batteries are weak they will not spin the starter fast enough.

Ok now we have some answers. As for the wires on top of the injection pump. There are 2 of them. The wire towards the firewall is the small connector and it supplys power for the cold advance. The large front wire nearest the radiator supplys power to the fuel shutoff solenoid. If you can feel and hear a click when you remove that FSS wire then the FSS valve is working in the pump. Now if you are seeing fuel pumping out of the bleeder valve on the filter head you now know fuel can reach the engine. Thats a good thing. Now be sure the batteries are well charged and crank for 15 seconds but watch the tail pipe for any puffs of smoke. If the injection pump is pushing fuel to the injectors and its showing white smoke at the tail pipe your glow plugs are not working. So a small.. Very small maybe 1/2 second squirt of starting fluid into the air filter or directly into the intake manifold may cause it to fire. If no smoke and no fire.. then you have no fuel getting into the engine. Might be a bad injection pump. But so far not enough information to tell you the pump is shot.
Do you see any wetness around any injector return line caps on each injector.

You can have fuel coming out of the schrader valve and air mixed in and still not notice is, especially with a mechanical pump. There can be enough air to prevent it from starting at all too.
