99 with very low oil pressure?

Have a 99 with less than 10 psi of oil pressure at idle, and doesnt seem to build as you rev it. We pulled the pan and everything looks good, put a new oil pump in and no change. Any Ideas??

have you tried installing an aftermarket mechanical gauge on it yet?i dont remember the cut out point but i think at 10PSI it wouldnt run.mine cariies 20PSI at idle and go to 50psi when i rev it.

Think you're gauge is goofy, is this the dash gauge or a real gauge.
