97 powerstroke - won't start water in fuel

My 97 E-350 powerstroke will not start, charged the batteries and tried jumping it. The glow plug relay clicks then the (starter?) relay but nothing after that. Draining the filter gets nothing but fuel. Checked all the fuses and they are ok. Any ideas?

Clicks? :confused: You're sure your batteries are fine and holding a full charge? Clicking IMO indicates a weak battery or failing starter.

One click anyway, I don't suspect the batteries since it does the same when jumped, one click then nothing. Lights will only very slightly dim when the glow plug relay turns on but no change after the starter relay. It looks like it may be the starter.

Yup, replaced the starter and it worked on the 1st crank. With the old one it had to turn over at least once, now it starts on the 1st turn. A 2001 starter is all I could get on a sunday, mounted on only 2 bolts hopefully it will hold
