1986 F250 help identifying spazzing junction box?

Hey all, I’ve got a problem here. When I turn the ignition key into start, run, or ACC, there’s a junction box hiding behind the Light and Wiper switches that is spazzing out. VIDEO OF IT HERE

What is this box? What does it do? Why could it be clicking?

My thoughts are since I took the hood and passenger fender of yesterday that maybe I Forgot to hook up a ground or two, and that this might be a ground issue?

Would this cause a fire?

If it's similar to the brick noses, it's probably the wiper 'controller' box thing. Do your wipers work?

No the wipers don’t work. They didn’t work when I bought the truck but this problem is new. I don’t think anything got wet and I’m rechecking the grounds now.

I’m about to pull the harness and take the box out and see what that does.

The wiper switch is different i think. That box is for intermittant wipers if its plugged in inline with the wiper switch
