Pulled the valve cover and high pressure oil rail was crazy loose. Tried tightening down but bolts were stripped. Is it safe to drill and tap these holes or do I risk getting shavings where they don't belong?

When i was doing glow plugs today i couldnt get to the 3 and 4 glow plugs. I tried a crows foot, a regular socket, ratchet wrench, normal wrench, and just couldnt get to them because the hard fuel lines were in the way. how do you go about getting to them?
