This happens only when the truck has sit for more than a day and it's been in the 32 degress range. It goes away sometimes immediately after I start it -to about 15 seconds maybe after I start then I won't hear it.
It DOES start perfectly fine with no issues-other than I have to cycle twice then crank-then it fires right up. (When it's cold) probably the glow plugs that issue but for now it's not an issue.

I KNOW I have a vacuum leak, just not sure where yet, I was told I can use a propane torch to search for the leak. Is that right or will it not affect the idle of my diesel? My blower motor works rarely for now, my vacuum pump leaks out the indent.

My quad cab does that first fire up after setting unused.
Try unpluging the power to the fan.
If its sucking fresh air... An unlit pane torch aimed at the suspected leak should alter the sound of the idel( I think). edit per Jasper... if its on the low pressure side(think intake) good point bud.

Uhm, no.
You can't do that vacuum trick on a diesel.
The vacuum isn't created by the engine like on a gasser. It's a belt driven pump.

either your blower motor is on the fritz, or someone installed a compressor and a duck call on your truck without your knowledge

But it is when I turn the key to on-no crank-just in the on accessories position. It still pulls vacuum when the belt is not moving? What is it trying to pull a vacuum for?

Start with the fan like they said. Just unplug it, then try it again.
Unless you installed a electric fuel pump, it can't be that.
Ip can't really make noise.
I guess the glowplug relay could be on the fritz.

Yes I have an electric fuel pump. But it is on the frame below the front tank fill. Sooo.....Has to be the fan or the blower resistor? I'll try it. The fan motor maybe? I don't understand how a fan motor can sound like that but I'll try that and find out.
