put f-350 leaf springs in the front of your truck. its common for people to swap f-superduty front springs into their f-250/350 to gain 6-7 inches of lift. so if you did the opposite you would lower your front.
for the rear i would put your axle over the springs and put longer shackles to drop...
The F-Superdutys come 2wd with leaf springs and a I beam front axle. Unbolt the I beam axle and bolt in a dana 60 and this is how it sits on factory springs lol.
If you could find a set of used f-superduty springs they would be a cheap alternative lift for you
This is basically where im at with my f-superduty 4wd swap project. I am running 38 xml military tires like your looking to run. On the back for now im running the 11.00 R 16 militarys witch are the same diameter but alot narrower witch lets me get around without a spacer for now.
