I'm running a 40222 and a 40290 (parallel) on a 30 amp relay set up like your diagram.
I bought the relay (similar to: Nilight 50023R) for my set up so I could skip wiring the fuse, then used a 15 amp fuse instead of the 30 amp that comes with the relay.

If your running a turbo, straight pipe isn't too bad.
If your N/A, straight pipe is pretty obnoxious...you ain't sneaking up on ANYBODY. Trust me.
It all comes down to your preference ... and your relationship with your neighbors.
I'd bet on a plugged filter ... though I've never witnessed one plugged that bad.

Don't forget to prime the filter before you install it.
