Here is something else from the 1993 manual. Looks like that umbrella seal should be locked to the retainer. Otherwise it will burn oil according to this section. This is for the 7.3 though - maybe the 6.9 is different:dunno
Not sure if this helps any, but here is the sheet than came with the OEM 7.3 valve seals that came in the gasket set I bought.
It shows the plastic shield for the exhaust valve right up under the retainer - don;t know if that is where is stays when the valve is operation.

Totally agree - I know there were not as many diesels built as there were gassers built, but it is the diesels that are still on the road so there still is a market for the core supports.

Oil capacity is 10 quarts if you are running the stock oil filter. Most of us now run the Motorcraft FL-1995 oil filter that is made for the 7.3L Powerstroke engine. If you use that filter, you can run 11 quarts of oil plus that filter actually filters the oil better than the stock filter did.
