With the engine cold, they will always have resistance. But a moderately warmed up engine should have some resistance as well. Not just free spinning at shutdown like you described.

With the psd (or any engine really) i still advise scanning for codes, even with no apparent light. You just may find something.
Icp sensor is a good starting point. You've ruled out the TPS/APPS by still acting up with cruise engaged.

Not always.
To check the flywheel (trans in neutral) use a screwdriver or prybar to try turning the flywheel and pressure plate individually.

I would just replace the cooler. The lines you can try blowing them out, but I would do a inline filter on the return side, near the trans.
