    A couple of tips... if the seller fails to reply to your PayPal/eBay dispute, you can leave feedback and he will not be able to; thus, not retaliatory negative feedback for you. Second, if PayPal fails to settle up, you can call your credit card company (assuming you paid with a credit card)...
