I've had to do that to two gas vehicles, drove my mustang for 2 years with only half throttle. I think I will go check my truck, just to see if there is any slack in it.
One could use this slack in the throttle-cable business to advantage if they have kids that drive or a lead-foot wife.
Just alter the cable such that it only allows about half-throttle.
It may not decrease the top speed; but, it would for certain slow them down getting there.
A guy I know did just that to his daughter's 4-wheeler; he fixed the throttle-cable to only allow about 1/3 power.
