IP Governor Question

I know that the governor on the pickup model IP's are set at 3300 RPM and the IH trucks and busses are set around 27-2800, but my truck doesn't rev past 3000 RPM's (factory tach). Does this come across as strange to anyone else or is it a regular occurrence? :dunno Don't get me wrong, I don't like to hear her screaming at those rpm's, but those few extra revs would sure be nice for passing sometimes.

I hit 3600 no problem, maybe even 3700, will check tomorrow :D I've also towed at 3500, so almost bouncing off the governor, 8mpg with the 30-footer car hauler behind me and flying like a bat outta hell. The first thing that comes to mind is that there are two adjustment screws on the IP throttle plate, one is the idle but the other one can limit how much you can open the throttle - maybe someone who owned the truck before you goofed with that screw?
