E4OD doesn't shift out of OD over 50MPH

hello all,

I'm currently trying to figure out an issue with the E4OD in the motorhome. It shifts fine, for the most part, but it has a significant issue with downshifting, or rather, it doesn't. I'm at 50MPH or above, it won't downshift even if I floor it. I can get the torque converter to unlock for a moment by letting off the throttle completely and stomping on it as hard and fast as I possibly can, but that only lasts for a second before it locks again. under 50, it behaves normally.

New-ish torque converter and main seal (less that 5000 miles).
Banks trans command
Known good FIPL outputting correct voltage
speedometer works.


Anyone have any bright ideas?

Are you getting wide open throttle with the pedal floored?
Yes. I verified today with the wife, pedal all the way down holds the throttle wide open, and generates 4.09v at the FIPL.
