Brakes or what?

Today, I was pulling into a parking slot. Front wheels hit the parking block and suddenly I heard a ratching sound that got worse when I turned the steering wheel. Okay, I checked my power steering fluid and it was just a tiny bit low, filled it up and tried again. Same problem. Whats odd though, is when I apply my brakes hard, I hear the same sound. Any help would be great.
