brake controller adjustment

I got a new Voyager brake controller. Having issues adjusting it. It says to adjust it until it will lock the brakes on the trailer. At full power, I can not get that to happen.

What am I doing wrong? It is really touchy now also.
Right now I just ballparked it, but that is not correct.
How do I proceed from here?

Is it a voyager XP?? I'm having the same issue right now. I have the right side knob maxed out and the left one leveled and it only sorta slows the trailer. That's my mt gooseneck so with a load I won't have a hope in hell.

Have you adjusted the level knob on the left side?? Been reading the instructions alot looking to see what is wrong with mine.

I just discovered mine is junk, have 12 volt input but at most I only get .3 volts output with it on maximum.
