86 c6 15lbs vacume at modulator?

hello, i have now reinstalled my c6 after putting in a new forward clutch drum that was cracked out at the bottom and would not seal and it shifts real good manualy but wants to start out in high or #2 gear and i have 25 lbs vacume at the in on the vrv valve but only 15 lbs at the modulator and the out on the vrv is this all you get at the modulator. thanks for any help.
