    There's a drop of over 2 volts between the two high voltage terminals and the batteries may be weak as well. The truck was running when it was warmer out (it's around -20C today), so I expect the PCM may be operational but I'd like to test that. Will an OBD reader work for that?

    The IP is a reman unit that was sitting for sometime (years), but still in the bag, so it should be good. The injectors are matched to the IP.

    Starter- repair or replace

    I have 2 trucks with 7.3's - one with an OEM starter and the other with a High Torque Starter and the difference is 'amazing'. The HT starter spins the motor much faster and starts (begrudgingly) without being plugged in at -15C!! I would highly recommend going with the High Torque version.
