Turbo install. ... Am I missing something?

Is this a piece of the downpipe, or is it an exhaust coupling of some sort? The piece that is broken is cast and the rest of the pipe is galvanized steel exhaust pipe. Second, where can i get one? Looks like the pipe from here: http://www.oilburners.net/articles/ladymooseturbo.html
