I would try and keep the th400 behind it unless you plan on using a 4bt. also depending on what your towing I think you mileage requests are a bit unrealistic.
If I was you I would looked for a wrecked 2gen cummins. It will have everything you need.
Is the starter on a 96 6bt bolt to the motor or tranny? Im talking to a guy with a motor for sale but there isnt a starter.

Biodiesel in my opinion is the way to go, its rather easy to make and if it only drops to 45 degrees your totally fine. Also you can add certain chemicals that will prevent the biodiesel from gelling.
