Wts light cluster

My 93 I just picked up, seems to have a dead wts light. I have to use the battery gauge for starting in the morning. I also noticed that none of the other lights in that cluster seem to light up either when the key is turned on, water in fuel, etc.
I pulled the cluster out yesterday and swapped bulbs around and everything and still nothing works in that whole cluster.
I got online and cannot find anything for wiring diagrams on that unit. Anyone have an idea of where I can start to check things out? I appreciate it!

The other lights in that cluster turn on when you turn the key to START (NOT when you turn the key to RUN). Check again. If you want to just check light operation and not crank the engine, turn the key to START without pressing the clutch (or shift out of Park/Neutral if automatic). This engages the bulb check, but obviously doesn't engage the starter.

You're right and I'll double check that when I get home but I could swear if memory serves me, nothing lights up over there when I crank it over.

So the fuse was good. When I turn the key to the start position, the water in fuel light comes on. Not sure what else in that cluster should light up when starting.
I checked the blue wire again at the gp relay and it's connected properly.
Not sure what to look for next, or how that system even works. Isn't that blue wire from the relay, a ground? How does it activate the light on the dash?
