Valve adjustment issues

Im rebuilding a 12v and I just reassembled the valve train and was in the process of setting the valve lash. Well for some reason at least 1 or 2 of my valves at TDC 1 and TDC 2 are too tight to loosen all the way. I have the alignment on mark on the crank lined up with the two on the cam and I have the camshaft hole pinned. Cylinder #1 appears to be in overlap at TDC 1 and at TDC 2 cylinder #6 is in overlap. Yet a few of the adjustment screws cannot be backed off far enough to loosen the rocker:confused:. All the push rods are seated in the lifters. What do you guys think?

When I turn the engine over a couple of my push rods slide off the rocker arms. Should i tighten them down some while I'm rotating the engine to TDC?

Something sounds out of wack.
Are the pushrods all new and/or perfectly straight?

I would start by pulling all the rockers, back the lash adjustment all the out (loose), then put the rockers on and torque down, the set lash.
If that's what you did, something is wrong. Like wrong pushrods or something.
